Moderator: Very exciting to move into new Council. Enjoy today’s meeting
A-Mod: Hoping to have the Council Picnic June 4th at the school but we are looking for teacher/parent chaperones still
Treasurer: $0 in Co-Curricular Account because the money still has not been transferred which will happen in July and then the Budget will go through. Council fund currently has $3,332.66 but a few allocations will be made today from that account.
Secretary: Class of 2018 alternate can vote. Email me in advance if you are going to be absent for a meeting so you are excused.
DSB: Discussed new changes to handbook to vote on them next meeting in June. Heard a Senior Bridges Presentation. A gift was also made for better dirt on the baseball field and a new softball field is being created so this is not at Title 9 violation.
PR: Found a few letters in the opinion box. One letter was about the Underclassmen Awards that will be brought to Mr. Campbell and the other two were praising March Intensive and will be given to Mrs. Keene who ran the program this year.
Nick Beard: The committee met to discuss and post an opinion about Senior Skip Day.
OEC: In the next week or two OEC will be presenting changes to the bylaws to update them to reflect current practice and make a few small corrections.
Grill Committee: Grill is now fully optional and located in the back garden so sign it out if you are interested.
Money Allocations
“I move to allocate $49.60 for the Skip Bean Award, $25 for the Teacher of the Year Award, and $25 as a thank you”
The Skip Bean Award honors those who have fostered democracy at Hanover and this money is to reimburse the gifts which have already been purchased for those people. We will be getting a gift card for Staff of the Year who always get a present. The thank you is for Mrs. Chambers for allowing us to use her room this year.

Exec is recommending that they are approved

I move that Hanover High School implements the following rules and policies under Section 8 (HHS Student Policies and Responsibilities) in the student handbook under its own subsection titled “Gender Inclusivity” with the following subsections...
Enforcement Section
If a Hanover High School student refuses to comply with any of these rules, the
Dean of Students will determine an appropriate punishment for the student as
they see fit. If a teacher or staff member non-student member of the community does not comply with these rules, students should report the incident to one or more of the following people, if applicable: Department Head, Dean of Students, Principle. Another member of the HHS community who does not comply with these rules while on school property or at a school-sanctioned event should be reported to administration. Administration will choose how to proceed.
“I move to amend the motion to read: If a Hanover High School student refuses to comply with any of these rules, the Dean of Students will enforce consequences according to the Hanover High School Code of Conduct.”
Having a shorter enforcement section makes the motion seem less punitive and focuses on the intention of the motion which is community building
Recommendation from Exec to pass
Puts this motion in line with the rest of the handbook so it isn’t separate from any other harassment addressed
Embodies what the enforcement section already was

There needs to be a section if a teacher does not follow the policy
The faculty have to be held to the same standard but this is not the appropriate place and it should be in the Faculty and not the Student Handbook
The likelihood of a student reading the Staff Handbook and knowing where to go if they have a complaint is very slim and we should make sure students know where to go
There are more people in the school than just teachers such as janitors, paraprofessionals

This fixes the problem with the exclusivity of the term staff
Staff would have included every adult in the school except for parent volunteers
The second students in this amendment imply that only students can report a refusal to comply

Legislative Intent
If an individual is treated or dealt with in a manner that is based in historical
gender stereotypes differently because of their gender and/or required to conform to a specific standard historically associated with their gender, that is gender discrimination regardless of intent, and that is not permissible. These guidelines aim to prevent gender discrimination and make (non-cisgender) students more comfortable.
This motion is new and complicated and having the intent in here will help make it very clear because it outlines our visions
This motion is about treating everyone the same and so we should treat legislation the same and this would be unusual
This breaks up the formatting of the handbook
This motion is already so long and if you need to explain the intent of the policy then the policy should be more clearly elaborated
The legislation should speak for itself
this is a very contention and important issue and especially with the enforcement section it would be very easy for someone to misconstrue what the motion is doing the two sentences are worth having to clarify legislative intent
A couple of sections of the Handbook such as the Code of Conduct, Academic Integrity Policy, and Restorative Practices have sections that are similar to legislative intents explaining philosophy before the details
